Oranga tamariki system

The oranga tamariki system includes services and supports to tamariki
Children (plural) aged 0-13 yearsView the full glossary
and rangatahi
Young person aged 14 – 21 years of ageView the full glossary
and their whānau
Whānau refers to people who are biologically linked or share whakapapa. For the Monitor’s monitoring purposes, whānau includes parents, whānau members living with tamariki at the point they have come into care View the full glossary
under or in connection with the Oranga Tamariki Act. The delivery of health, education, disability and other services by agencies or contracted partners within the system.

Oranga Tamariki is the government agency we primarily monitor, this includes:

  • Oranga Tamariki contracted partners
  • Providers with delegated powers under the Oranga Tamariki Act
  • Provision of services such as health and education by Oranga Tamariki

We also monitor:

  • New Zealand Police to the extent that Police operate under the Oranga Tamariki Act.
  • Corrections where a young person is remanded into detention or serving a sentence under the Oranga Tamariki Act, including those detained or serving sentences longer than three months before turning 18.

How the oranga tamariki system interfaces with other systems

When monitoring the Oranga Tamariki system, we look at how it interfaces with other systems for tamariki known to Oranga Tamariki through a report of concern. These systems are:

  • Social Welfare system
  • Health system
  • Police
  • Corrections
  • Education system
  • Housing system

enter into the oranga tamariki system by either:

  • A report of concern is made to Oranga Tamariki about the safety and/ or wellbeing of tamariki or rangatahi
  • Tamariki or rangatahi are alleged to have committed an offence and come to the attention of Police
